Reads SmartPlant P&ID read-only and emits Evidence SVG, DEXPI 2.0 XML, Engineering Identity / Rich Tag Graph, and lists for review and Engineering Publication. Topology authority stays with the Rich Tag Graph; CRS is comment workflow, not approval.
